Konjunktur aktuell: Deutschland in der Stagnation festgefahren – privater Konsum weiter unter dem Niveau von vor der Pandemie
Die Konsum- und Investitionszurückhaltung in Deutschland lässt sich zum Teil durch Realeinkommensverluste aufgrund der hohen Inflation und Produktionsrückgänge in den energieintensiven Wirtschaftszweigen erklären. Darüber hinaus lasten aber auch Sorgen um die Wettbewerbsfähigkeit des Standorts Deutschland auf der Ausgabenbereitschaft von privaten Haushalten und Unternehmen. Nach der Frühjahrsprognose des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) dürfte das Bruttoinlandsprodukt im Jahr 2024 um lediglich 0,2% expandieren, für 2025 beinhaltet die Prognose einen Zuwachs um 1,5% (Ostdeutschland: 0,5% und 1,4%). Im vergangenen Dezember waren die IWH-Konjunkturforscher von einem Plus von 0,5% für Deutschland im Jahr 2024 und von 1,2% für 2025 ausgegangen.

Abstract
The Halle Institute for Economic Research (IWH) is a member of AIECE (Association d'Instituts Europeens de Conjoncture Economique/Association of European Conjuncture Institutes), an association of independent European institutes involved in surveying economic conditions and developments, and in short-term macroeconomic forecasting. The main objective of the Association is to stimulate the exchanges between its members with a view to improve their insight into international economic developments. This ranges from the exchange of statistical or institutional information to discussions on economic policy Guidelines to common research activities. The AIECE organises between its members an exchange of view, of information and of literature on international economic developments, in particular in Europe. The Association provides the framework for joint activities of its members in areas of common interest. Its structure allows its members to develop common views on the future cyclical development. In order to meet these objectives the Association has half-yearly plenary meetings, centred around a general report on the European conjuncture prepared in turn by one of the members in cooperation with the other member institutes, but also with discussions of the working group reports and of special surveys prepared by member institutes. In Spring 2023, the report was written by the Halle Institute for Economic Research (IWH).

Abstract
In this paper we develop an open economy model explaining the joint determination of output, inflation, interest rates, unemployment and the exchange rate in a multi-country framework. Our model -- the Halle Economic Projection Model (HEPM) -- is closely related to studies published by Carabenciov et al. Our main contribution is that we model the Euro area countries separately. In doing so, we consider Germany, France, and Italy which represent together about 70 percent of Euro area GDP. The model combines core equations of the New-Keynesian standard DSGE model with empirically useful ad-hoc equations. We estimate this model using Bayesian techniques and evaluate the forecasting properties. Additionally, we provide an impulse response analysis and a historical shock decomposition.

Abstract
This paper examines the properties of qualitative inflation expectations collected from economic experts for Germany. It describes their characteristics relating to rationality and Granger causality. An out-of-sample simulation study investigates whether this indicator is suitable for inflation forecasting. Results from other standard forecasting models are considered and compared with models employing survey measures. We find that a model using survey expectations outperforms most of the competing models. Moreover, we find some evidence that the survey indicator already contains information from other model types (e. g. Phillips curve models). However, the forecast quality may be further improved by completely taking into account information from some financial indicators.
