Gemeinschaftsdiagnose Herbst 2017: Aufschwung weiter kräftig – Anspannungen nehmen zu
Der Aufschwung der deutschen Wirtschaft hat an Stärke und Breite gewonnen. Neben den Konsumausgaben tragen nun auch das Auslandsgeschäft und die Investitionen zur Expansion bei. Das haben die an der Gemeinschaftsdiagnose beteiligten Wirtschaftsforschungsinstitute in ihrem Herbstgutachten für die Bundesregierung ermittelt. Die sehr hohe konjunkturelle Dynamik in der ersten Hälfte des laufenden Jahres wird sich zwar etwas abschwächen. Gleichwohl nimmt die Wirtschaftsleistung in diesem und im nächsten Jahr stärker zu als die Produktionskapazitäten wachsen. Im Ergebnis steigt die gesamtwirtschaftliche Auslastung, und die Wirtschaftsleistung liegt über dem Produktionspotenzial. Das Bruttoinlandsprodukt dürfte in diesem Jahr um 1,9 Prozent und im nächsten Jahr um 2 Prozent zulegen (kalenderbereinigt 2,2 bzw. 2,1 Prozent).

Gemeinschaftsdiagnose Frühjahr 2017: Aufschwung festigt sich trotz weltwirtschaftlicher Risiken
Die deutsche Wirtschaft befindet sich nun schon im fünften Jahr eines moderaten Aufschwungs. Die gesamtwirtschaftliche Kapazitätsauslastung nimmt allmählich zu, und die gesamtwirtschaftlichen Produktionskapazitäten dürften mittlerweile die Normalauslastung leicht überschritten haben. Davon gehen die an der Gemeinschaftsdiagnose beteiligten Wirtschaftsforschungsinstitute in ihrem Frühjahrsgutachten für die Bundesregierung aus. Die konjunkturelle Dynamik bleibt dabei im Vergleich zu früheren Aufschwungphasen gering, auch weil der wenig schwankungsanfällige Konsum die Hauptantriebskraft ist. Einer stärkeren Kapazitätsanspannung wirkt zudem entgegen, dass die Nettozuwanderung das Produktionspotenzial erhöht. „Das Bruttoinlandsprodukt dürfte in diesem Jahr um 1,5% (kalenderbereinigt 1,8%) und im kommenden Jahr um 1,8% zulegen. Die Arbeitslosenquote dürfte nach 6,1% im Jahr 2016 auf 5,7% im Jahr 2017 und 5,4% im Jahr 2018 sinken“, so Oliver Holtemöller, Leiter der Abteilung Makroökonomik und Vizepräsident des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH). Nach einem Anstieg der Verbraucherpreise von nur 0,5% im Jahr 2016 werden im Prognosezeitraum mit 1,8% im Jahr 2017 und 1,7% im Jahr 2018 wohl wieder merklich höhere Raten erreicht. Die öffentlichen Haushaltsüberschüsse gehen etwas zurück; das Finanzgebaren der öffentlichen Hand ist im laufenden Jahr leicht stimulierend und im kommenden Jahr konjunkturneutral ausgerichtet.

Konjunktur aktuell: Deutsche Wirtschaft weiter von Konsum und Bau beflügelt
Die deutsche Konjunktur bleibt aufgrund der starken Binnennachfrage recht kräftig. Im Jahr 2017 wird die Zuwachsrate des Bruttoinlandsprodukts nach der neuen IWH-Prognose 1,3% betragen. Sie fällt damit etwa einen halben Prozentpunkt geringer aus als im Jahr 2016. „Dies liegt an einer geringeren Anzahl an Arbeitstagen und an einem negativen Wachstumsbeitrag des Außenhandels“, so Oliver Holtemöller, Leiter der Abteilung Makroökonomik und Vizepräsident des IWH. Die Verbraucherpreisinflation bleibt mit 1,3% mäßig. Die Arbeitslosigkeit nimmt wohl etwas zu – dazu trägt bei, dass die Integration Geflüchteter in den Arbeitsmarkt langwierig ist.

Konjunktur aktuell: Deutsche Konjunktur bleibt trotz sinkender Stimmung robust
In Deutschland sind die Konjunkturaussichten weiter recht günstig. Stimmungsindikatoren deuten zwar auf ein etwas schwächeres Jahresende hin, die Binnenkonjunktur ist aber weiter aufwärtsgerichtet. Das deutsche Bruttoinlandsprodukt dürfte im Jahr 2016 insgesamt um 1,9% zulegen. Für das Jahr 2017 wird dann mit 1,2% jedoch eine niedrigere jahresdurchschnittliche Wachstumsrate erwartet. „Maßgeblich für die Verlangsamung der gesamtwirtschaftlichen Produktion sind vor allem schwächere Exporte und stärkere Importe“, erläutert Oliver Holtemöller, Vize-Präsident des IWH. Die Arbeitslosigkeit dürfte im Zuge der Integration von Geflüchteten in den Arbeitsmarkt etwas steigen, während die Verbraucherpreisinflation weiterhin moderat bleibt. Die öffentlichen Haushalte werden wohl im Jahr 2016 ebenso wie im Jahr 2017 – auch in konjunkturbereinigter Rechnung – Überschüsse erwirtschaften.

Financial Stability and Central Bank Governance

Abstract
The financial crisis has ignited a debate about the appropriate objectives and the governance structure of Central Banks. We use novel survey data to investigate the relation between these traits and banking system stability focusing in particular on their role in micro-prudential supervision. We find that the separation of powers between single and multiple bank supervisors cannot explain credit risk prior or during the financial crisis. Similarly, a large number of Central Bank governance traits do not correlate with system fragility. Only the objective of currency stability exhibits a significant relation with non-performing loan levels in the run-up to the crisis. This effect is amplified for those countries with most frequent exposure to IMF missions in the past. Our results suggest that the current policy discussion whether to centralize prudential supervision under the Central Bank and the ensuing institutional changes some countries are enacting may not produce the improvements authorities are aiming at. Whether other potential improvements in prudential supervision due to, for example, external disciplinary devices, such as IMF conditional lending schemes, are better suited to increase financial stability requires further research.

International Trade Patterns and Labour Markets – An Empirical Analysis for EU Member States

Abstract
During the last decades, international trade flows of the industrialized countries became more and more intra-industry. At the same time, employment perspectives particularly of the low-skilled by tendency deteriorated in these countries. This phenomenon is often traced back to the fact that intra-industry trade (IIT), which should theoretically involve low labour market adjustment, became increasingly vertical in nature. Against this background, the present paper investigates the relationship between international trade patterns and selected labour market indicators in European countries. As the results show, neither inter- nor vertical intra-industry trade (VIIT) do have a verifiable effect on wage spread in EU member states. As far as structural unemployment is concerned, the latter increases only with the degree of countries’ specialization on capital intensively manufactured products in inter-industry trade relations. Only for unemployment of the less-skilled, a slightly significant impact of superior VIIT seems to exist.

Abstract
International lessons from emerging economies suggest that business associations may provide an effective channel of communication between the government and the private sector. This function of business associations may become still more important in transition economies, where old mechanisms for coordinating enterprise activities have been destroyed, while the new ones have not been established yet. In this context, Russian experience is a matter of interest, because for a long time, Russia was regarded as a striking example of state failures and market failures. Consequently, the key point of our study was a description of the role and place of business associations in the presentday
Russian economy and their interaction with member companies and bodies of state
administration. Relying on the survey data of 957 manufacturing firms conducted in
2009, we found that business associations are more frequently joined by larger companies, firms located in regional capital cities, and firms active in investment and innovation. By contrast, business associations tend to be less frequently joined by business groups’ subsidiaries and firms that were non-responsive about their respective ownership structures. Our regression analysis has also confirmed that business associations are a component of what Frye (2002) calls an “elite exchange”– although only on regional and local levels. These “exchanges” imply that members of business associations, on the one hand, more actively assist regional and local authorities in social development of their regions, and on the other hand more often receive support from authorities. However, this effect is insignificant in terms of support from the federal government. In general, our results allow us to believe that at present, business associations (especially the
industry-wide and “leading” ones) consolidate the most active, advanced companies and act as collective representatives of their interests. For this reason, business associations can be regarded as interface units between the authorities and businesses and as a possible instrument for promotion of economic development.

Abstract
In volume XV of the African Development Perspectives Yearbook, the Research Group on African Development Perspectives investigates the impact of the GFC on economic reform processes in Africa. The analysis is structured in such a way so as to reflect the opportunities and dangers of policy reversals in the face of the GFC. The impact of the crisis on different types and forms of governance in the region is considered. The first question is therefore which macro-economic policy instruments have to be applied in order to overcome the crisis and to continue with sustainable development. The second question is how the GFC has affected Africa's external economic relations and if the path of opening up to the world markets is continued. The third question raised is how the crisis has affected social cohesion, impacted on poverty alleviation strategies and the achievement of Millennium Development Goals (MDGs). All these questions are discussed in the various contributions which comprise general studies and country case studies. The authors also looked into the role of international financial institutions during and after the crisis. The volume XV of the African Development Perspectives Yearbook is structured into three Units. Unit 1 addresses general issues regarding the impact of the GFC on reform processes in Africa. Unit 2 presents case studies from countries and sub-regions. Unit 3 presents reviews and book notes of current literature focusing on issues of African development perspectives.
