Abstract
Der Aufschwung der deutschen Wirtschaft hat an Stärke und Breite gewonnen. In einigen Segmenten, so am Arbeitsmarkt, machen sich inzwischen sogar erste Zeichen einer Anspannung bemerkbar. Neben den Konsumausgaben tragen nun auch die Investitionen und das Auslandsgeschäft zur Expansion bei. Letzteres profitiert davon, dass die Konjunktur im Euroraum deutlich aufwärtsgerichtet ist. Die Expansion dort steht inzwischen auf recht soliden Füßen. Fährt die EZB nun ihre unkonventionellen Maßnahmen schrittweise zurück, sollte dies den Aufschwung im Euroraum nicht gefährden.

Abstract
„Wie können wir den Wettbewerb im Dienstleistungssektor stärken?“ Dies ist eine Schlüsselfrage für eine größere Leistungsfähigkeit des ökonomischen Umfelds in Deutschland. Dieses Buch versammelt Konferenzbeiträge von Mitgliedern wissenschaftlicher Einrichtungen, von Ministerien, der EU-Kommission und anderen Organisationen zu Reformen im Dienstleistungssektor. Die Konferenz umfasste einen Eröffnungsvortrag zur Bedeutung und Durchführung von Strukturreformen in Europa und zwei Gesprächsforen zur Bewertung vergangener Reformen im Dienstleistungssektor und zur möglichen Reichweite sowie zu den möglichen Auswirkungen weiterer Reformen. Die Zunahme der Produktivität ist seit den 1990er Jahren sowohl in Deutschland als auch in anderen Ländern der Europäischen Union deutlich geringer als in den USA. Es wird geschätzt, dass die Entwicklung des Produktivitätszuwachses im Dienstleistungssektor für zwei Drittel dieses zunehmenden Abstandes verantwortlich ist. Die Europäische Kommission spricht sich in ihren länderspezifischen Empfehlungen zu Deutschland für Reformen in diesem Sektor aus. Auf einer Konferenz im Juli 2016 in Berlin stellten Experten aus unterschiedlichen Bereichen Studien zu solchen Reformen vor und diskutierten deren Ergebnisse.

Abstract
German Fiscal Federalism is characterized by a high degree of fiscal equalization which lowers the efficiency of local tax administration. Currently, a reform of the fiscal equalization scheme is on the political agenda. One option is to grant federal states the right to raise surtaxes on statutory tax rates set by the central government in order to reduce the equalization rate. In such an environment, especially those federal states with lower economic performance would have to raise comparatively high surtaxes. With capital mobility, this could further lower economic performance and thus tax revenues. Although statutory tax rates are so far identical across German federal states, corporate tax burden differs for several reasons. This paper tries to identify the impact of such differences on firm location. As can be shown, effective corporate taxation did seemingly not have a significant impact on firm location across German federal states.

Abstract
In our analysis, we consider the distribution of decision power over financing and investment between MNEs’ headquarters and foreign subsidiaries and its influence on the foreign affiliates’ financial restrictions. Our research results show that headquarters of multinational enterprises have not (yet) moved much decision power to their foreign subsidiaries at all. We use data from the IWH FDI Micro Database which contains information on corporate governance structures and financial restrictions of 609 enterprises with a foreign investor in Hungary, Poland, the Czech Republic, Slovakia, Romania and East Germany. We match data from Bureau van Dijk’s AMADEUS database on financial characteristics. We find that a high concentration of decision power within the MNE’s headquarter implicates high financial restrictions within the subsidiary. Square term results show, however, that the effect of financial constraints within the subsidiary decreases and finally turns insignificant when decision power moves from headquarter to subsidiary. Thus, economic policy should encourage foreign investors in the case of foreign acquisition of local enterprises to leave decision power within the enterprise and in the case of Greenfield investment to provide the newly established subsidiaries with as much power over corporate governance structures as possible.

Global Food Prices and Business Cycle Dynamics in an Emerging Market Economy

Abstract
This paper investigates a perception in the political debates as to what extent poor countries are affected by price movements in the global commodity markets. To test this perception, we use the case of India to establish in a standard SVAR model that global food prices influence aggregate prices and food prices in India. To further analyze these empirical results, we specify a small open economy New-Keynesian model including oil and food prices and estimate it using observed data over the period from 1996Q2 to 2013Q2 by applying Bayesian estimation techniques. The results suggest that big part of the variation in inflation in India is due to cost-push shocks and, mainly during the years 2008 and 2010, also to global food price shocks, after having controlled for exogenous rainfall shocks. We conclude that the inflationary supply shocks (cost-push, oil price, domestic food price and global food price shocks) are important contributors to inflation in India. Since the monetary authority responds to these supply shocks with a higher interest rate which tends to slow growth, this raises concerns about how such output losses can be prevented by reducing exposure to commodity price shocks and thereby achieve higher growth.

Monetary-fiscal Policy Interaction and Fiscal Inflation: A Tale of Three Countries

Abstract
We study the impact of the interaction between fiscal and monetary policy on the low-frequency relationship between the fiscal stance and inflation using cross-country data from 1965 to 1999. In a first step, we contrast the monetary-fiscal narrative for Germany, the U.S. and Italy with evidence obtained from simple regression models and a time-varying VAR. We find that the low-frequency relationship between the fiscal stance and inflation is low during periods of an independent central bank and responsible fiscal policy and more pronounced in times of high fiscal budget deficits and accommodative monetary authorities. In a second step, we use an estimated DSGE model to interpret the low-frequency measure structurally and to illustrate the mechanisms through which fiscal actions affect inflation in the long run. The findings from the DSGE model suggest that switches in the monetary-fiscal policy interaction and accompanying variations in the propagation of structural shocks can well account for changes in the low-frequency relationship between the fiscal stance and inflation.

Abstract
Systemic economic transition is a process of determined radical institutional change, a process of building new institutions required by a market economy. Nowadays, the experience of transition countries with the implementation of new institutions could be reviewed as a method of economic development that despite similar singular steps has different effects on the domestic economic performance. The process of institutional change towards a market economy is determined by political will, thus the government plays an important role in carrying out the economic reforms. Among the variety of outcomes and effects the attention is drawn especially to economic growth that diverges significantly in different post-transition countries. The paper attempts to shed light upon the problem on the basis of institutional economics, of economics of innovation and partially of political economy of growth using an evolutionary, process-oriented perspective. In this context the issue central to the promotion of economic growth is the successful implementation of new institutions through governmental activities. The paper shows that under the conditions of bounded rationality and radical uncertainty economic growth is determined, inter alia, by the capacity for governmental learning.

Abstract
Die ostdeutsche Industrie erfüllt in starkem Maße Zulieferfunktionen im Wirtschaftskreislauf. Auch hat sich ein großer Teil der Betriebe in auswärtigem Eigentum auf die Herstellung von Produktions- bzw. Vorleistungsgütern spezialisiert. Dies lässt institutionelle Abhängigkeiten von den Mutterunternehmen im Ausland oder im früheren Bundesgebiet vermuten, die sich auch in Leistungsunterschieden zeigen. In der Studie werden die Leistungsunterschiede zwischen den institutionell gegliederten Betriebsgruppen mit bi- und multivariaten statistischen Methoden anhand von Daten des IAB-Betriebspanels untersucht. Es zeigt sich: Ostdeutsche Eigenständler liegen bezüglich der meisten Messgrößen des Leistungsniveaus zurück, holen aber im Hinblick auf die Ertragslage, die Investitionsintensität und die Schaffung von Arbeitsplätzen auf. Die Klassifizierungsergebnisse zeigen dabei die Dominanz der Einteilung nach dem Eigentümerstatus. Unter zusätzlicher Berücksichtigung des Betriebsstatus erhöht sich die Trennschärfe zwischen den Gruppen nicht und die erklärenden Variablen sind ähnlich. Allerdings lässt die Kombination von Eigentümer- und Betriebsstatus die Unterschiede vor allem zwischen den Betrieben einheimischer Eigenständler und auswärtiger Niederlassungen erkennen; die auswärtigen Eigenständler nehmen eine mittlere Stellung ein.

Abstract
Nach einer massiven Deindustrialisierung in den frühen 1990er Jahren hat das ostdeutsche Verarbeitende Gewerbe wieder an Fahrt gewonnen. Vor diesem Hintergrund analysiert der Beitrag die dahinter stehenden intra-industriellen Branchen- und Funktionalstrukturen. Es zeigt sich, dass technologieintensive Zweige und hochwertige Dienstleistungsfunktionen unterrepräsentiert sind. Letzteres ist auch eine Folge des weitergehenden Fehlens von Headquarters in Ostdeutschland.
