Will There Be a Shortage of Skilled Labor? An East German Perspective to 2015

Abstract
We analyze the supply and demand of skilled labor in an East German federal state, Thuringia. This state has been facing high unemployment in the course of economic transformation and experiences population ageing and shrinking more rapidly than most West European regions. In a first step, we use extrapolation techniques to forecast labor supply and demand for the period 2009-2015, disaggregated by type of qualification. The analysis does not corroborate the notion of an imminent skilled-labor shortage but provides hints for a tightening labor market for skilled workers. In the second step, we ask firms about their appraisal of future recruitment conditions, and both current and planned strategies in the context of personnel management. The majority of firms plan to expand further education efforts and hire older workers. The study closes with policy recommendations to prevent occupational mismatch.

Abstract
n zahlreichen ostdeutschen Regionen existieren inzwischen deutlich ausgeprägte Branchenschwerpunkte mit im ostdeutschen Vergleich hoher Beschäftigung. So weisen vor allem die Wirtschaftszweige in den Bereichen Finanzierung, Vermietung und Unternehmensdienstleistungen eine hohe regionale Konzentration auf. Aber auch in den Bereichen Land- und Forstwirtschaft, Handel, Gastgewerbe und Verkehr sowie bei öffentlichen und privaten Dienstleistern ist in einigen Teilbereichen eine regionale Konzentration feststellbar. Ein Vergleich zwischen den neuen und alten Bundesländern zeigt, dass die Anteile der Beschäftigten in den Branchen des Produzierenden Gewerbes Ostdeutschlands zumeist deutlich unter den entsprechenden Werten im Westen liegen und die ostdeutschen Branchenschwerpunkte mithin noch vergleichsweise schwach ausgeprägt sind.

Abstract
The paper discusses the role of the concept of special and differential treatment in the framework of regional trade agreements for the development of a competition regime. After a discussion of the main characteristics and possible shortfalls of those concepts, three case countries are assessed in terms of their experience with progressivity, flexibility, and technical and financial assistance: Poland was led to align its competition laws to match the model of the EU. The Ukraine opted voluntarily for the European model, this despite its intense integration mainly with Russia. South Africa, a developing country that emerged from a highly segregated social fabric and an economy dominated by large conglomerates with concentrated ownership. All three countries enacted (or comprehensively reformed) their competition laws in an attempt to face the challenges of economic integration and catch up development on the one hand and particular social problems on the other. Hence, their experience may be pivotal for a variety of different developing countries who are in negotiations to include competition issues in regional trade agreements. The results suggest that the design of such competition issues have to reflect country-particularities to achieve an efficient competition regime.

Modern biotechnology is one of the key enabling technologies of the 21st century with a potentially wide range of applications in many sectors, including health, agriculture and industrial processes. Considering the potential of modern biotechnology to contribute to the achievement of major European Union policy goals, such as economic growth and job creation, public health, environmental protection and sustainable development, the European Parliament has requested the European Commission to carry out an assessment of modern biotechnology. In simple words the pharmaceutical industry links activities and business accomplishing the discovery, development, production and commercialisation of drugs (i. e. products with therapeutic properties). Accordingly, product innovation is based on the search and development of molecules that may have desirable therapeutic effects. Basically new drugs can be developed either with the application of organic chemical synthesis or from the separation of compounds produced by natural microorganisms, which as an application of biotechnology.

Abstract
Das Land Sachsen-Anhalt hat in den kommenden Jahrzehnten einen dramatischen Rückgang und zugleich eine zunehmende Überalterung der Bevölkerung zu bewältigen. Damit werden spürbare Einschnitte in den öffentlichen Haushalten verbunden sein, die noch durch andere Faktoren verstärkt werden. Da sich der Bevölkerungsrückgang im ländlichen Raum besonders stark auswirkt, ist eine optimale Gestaltung der staatlichen und kommunalen Aufgabenerfüllung hier besonders dringlich. Hierzu gehört auch die Optimierung der gemeindlichen Verwaltungsstrukturen.

Abstract
Vor dem Hintergrund der gegenwärtig höchst angespannten Haushaltslage und den sich langfristig aus der Rückführung der Osttransfers und dem demographischen Wandel ergebenden Anpassungsproblemen untersucht dieser Bericht den finanzpolitischen Handlungsbedarf des Landes Mecklenburg-Vorpommern und seiner Gemeinden. Das hierbei verwendete methodische Instrument ist ein „Benchmarking-Ansatz“, bei dem mit Hilfe von Vergleichsdaten Auffälligkeiten bei den Einnahmen, den Ausgaben und beim Personalbesatz untersucht werden. Als Vergleichsmaßstab wird der Durchschnitt der finanzschwachen Westflächenländer (FFW), bestehend aus den Ländern Nieder-sachsen (NI), Rheinland-Pfalz (RP), Saarland (SL) und Schleswig-Holstein (SH) sowie – um Ostaspekte adäquat zu berücksichtigen – der Freistaat Sachsen (SN) herangezogen.

Abstract
Die deutsche Wirtschaft befindet sich in einem moderaten Aufschwung. Das Bruttoinlandsprodukt dürfte in diesem Jahr um 1,9 Prozent und im kommenden Jahr um 1,4 Prozent zulegen. Im Jahr 2018 dürfte die Expansionsrate bei 1,6 Prozent liegen. Die gesamtwirtschaftlichen Kapazitäten sind damit im Prognosezeitraum etwas stärker ausgelastet als im langjährigen Mittel. Dennoch sind es derzeit weniger die Unternehmensinvestitionen, die den Aufschwung tragen: Von der Weltkonjunktur gehen nur geringe stimulierende Effekte aus, so dass die Exporte nur moderat steigen; zudem dürften sich in den außerordentlich niedrigen Kapitalmarktzinsen nicht nur die derzeitige Geldpolitik, sondern auch niedrige Wachstumserwartungen widerspiegeln. All dies hemmt die Ausrüstungsinvestitionen. So ist es weiterhin in erster Linie der Konsum, der den Aufschwung trägt. Der private Verbrauch profitiert dabei insbesondere vom anhaltenden Beschäftigungsaufbau, beim öffentlichen Konsum machen sich weiterhin die hohen Aufwendungen zur Unterbringung und Integration von Flüchtlingen bemerkbar. Der Wohnungsbau wird durch die niedrigen Zinsen angeregt.

Determinants of Foreign Technological Activity in German Regions – A Count Model Analysis of Transnational Patents (1996-2009)

Abstract
This paper analyses the determinants of spatial distribution of foreign technological activity across 96 German regions (1996-2009). We identify foreign inventive activity by applying the ‘cross-border-ownership concept’ to transnational patent applications. The descriptive analysis shows that foreign technological activity more than doubled during the observation period with persistent spatial heterogeneity in Germany. Using a pooled count data model, we estimate the effect of various sources for externalities on the extent of foreign technological activity across regions. Our results show that foreign technological activity is attracted by technologically specialised sectors of regions. In contrast to existing findings this effect applies both to foreign as well as domestic sources of specialisation. We show that the relation between specialisation and foreign technological activity is non-linear and that it is influenced by sectoral heterogeneity. Externalities related to technological diversification attract foreign R&D only into ‘higher order’ regions.
