Abstract
Public innovation subsidies in a regional environment are expected to unfold a positive economic impact over time. The focus of this paper is on an assessment of the long-run impact of innovation and innovation subsidies in German regions. This is scrutinized by an estimation approach combining panel model and time-series characteristics and using regional data for the years 1980–2014. The results show that innovation and innovation subsidies in the long run have a positive impact on the economic development of regions in Germany. This supports a long-term strategy for regional and innovation policy.

Abstract
We use rich German administrative data to estimate new measures of skill transferability between manufacturing and other sectors. These measures capture the value of workers' human capital when applied in different sectors and are directly related to workers' displacement costs. We estimate these transferability measures using a selection correction model, which addresses workers' endogenous mobility, and a novel selection instrument based on the social network of workers. Our results indicate substantial heterogeneity in how workers can transfer their skills when they move across sectors, which implies heterogeneous displacement costs that depend on the sector to which workers reallocate.

Gemeinschaftsdiagnose Frühjahr 2018: Konjunkturforscherinnen und -forscher heben Prognose leicht an
Berlin, 19. April – Die führenden Konjunkturforscherinnen und -forscher Deutschlands haben ihre Vorhersage für 2018 und 2019 leicht angehoben. Sie erwarten für das laufende Jahr nun 2,2 Prozent Wirtschaftswachstum und für das kommende Jahr 2,0 Prozent. Im Herbst hatten sie nur mit 2,0 und 1,8 Prozent gerechnet, wie aus der halbjährlichen Gemeinschaftsdiagnose (Frühjahrsgutachten) hervorgeht, die am Donnerstag in Berlin veröffentlicht wurde. „Der Boom, in dem sich die deutsche Wirtschaft befindet, hält an. Allerdings wird die Luft dünner, da die noch verfügbaren gesamtwirtschaftlichen Kapazitäten knapper werden“, sagt Timo Wollmershäuser, Leiter der Konjunkturforschung und -prognosen des federführenden ifo Instituts. Mit Blick auf die Wirtschaftspolitik der neuen Bundesregierung ergänzt er: „Gerade wenn Kassen voll sind, sollte die Finanzpolitik die Konsequenzen für die gesamtwirtschaftliche Stabilität und die Nachhaltigkeit der Staatsfinanzen im Blick haben. Die im Koalitionsvertrag vereinbarten Leistungsausweitungen in der Gesetzlichen Rentenversicherung laufen dem Nachhaltigkeitsgedanken zuwider.“

Gemeinschaftsdiagnose Herbst 2018: Aufschwung verliert an Fahrt
Berlin, 27. September – Die führenden deutschen Konjunkturforschungsinstitute haben ihre Prognosen für das Jahr 2018 und 2019 gesenkt. Sie erwarten für das laufende Jahr nun eine um 1,7 Prozent höhere Wirtschaftsleistung, im Frühjahr waren sie noch von 2,2 Prozent ausgegangen. Für das kommende Jahr nahmen sie ihre Vorhersage leicht von 2,0 auf 1,9 Prozent zurück. Das geht aus dem Herbstgutachten der Gemeinschaftsdiagnose hervor, das am Donnerstag in Berlin vorgestellt wird.

Abstract
Wie auch andere ostdeutsche Bundesländer steht Thüringen noch immer einer hohen Arbeitslosigkeit in Folge des ökonomischen Transformationsprozesses gegenüber und erfährt eine schnellere Alterung und Schrumpfung der Bevölkerung als die meisten Regionen Westeuropas. Unter Verwendung von Extrapolationsmethoden wird im Beitrag für das Bundesland Thüringen eine Fortschreibung des Angebots und der Nachfrage nach Fachkräften – disaggregiert nach Qualifikationsarten – bis 2015 vorgestellt. Dabei weist die Analyse nicht auf einen unmittelbar bevorstehenden Fachkräfteengpass hin, dennoch liefert sie Hinweise auf einen enger werdenden Arbeitsmarkt für Fachkräfte. Auf Grundlage einer im Sommer 2008 durchgeführten Befragung von rund 1 000 thüringischen Unternehmen wird untersucht, inwieweit Unternehmen diese Entwicklung bereits heute als Problem einschätzen und welche Vorkehrungen sie im Bereich Personalpolitik gegebenenfalls treffen werden. Die Mehrzahl der Unternehmen plant den Ausbau von Weiterbildungsaktivitäten sowie die Einstellung bzw. die Beschäftigung von älteren Arbeitnehmern. Die Studie schließt mit Handlungsempfehlungen zur Reduzierung des Mismatch zwischen Qualifikationsangebot und -nachfrage.

Abstract
The aim of this paper is to analyze whether the formally equal qualifications acquired during a subsidized vocational education induce equal employment opportunities compared to regular vocational training. Using replacement matching on the basis of a statistical distance function, we are able to control for selection effects resulting from different personal and profession-related characteristics, and thus, to identify an unbiased effect of the public support. Besides the ‘total effect’ of support, it is of special interest if the effect is stronger for subsidized youths in external training compared to persons in workplace-related training. The analysis is based on unique and very detailed data, the Youth Panel of the Halle Centre for Social Research (zsh).
The results show that young people who successfully completed a subsidized vocational education are disadvantaged regarding their employment opportunities even when controlling for personal and profession-related influences on the employment prospects. Besides a quantitative effect, the analysis shows that the graduates of subsidized training work in slightly worse (underqualified) and worse paid jobs than the adolescents in the reference group. The comparison of both types of subsidized vocational training, however, does not confirm the expected stronger effect for youths in external vocational education compared to workplace-related training.

Is there a Superior Distance Function for Matching in Small Samples?

Abstract
The study contributes to the development of ’standards’ for the application of matching algorithms in empirical evaluation studies. The focus is on the first step of the matching procedure, the choice of an appropriate distance function. Supplementary o most former studies, the simulation is strongly based on empirical evaluation ituations. This reality orientation induces the focus on small samples. Furthermore, ariables with different scale levels must be considered explicitly in the matching rocess. The choice of the analysed distance functions is determined by the results of former theoretical studies and recommendations in the empirical literature. Thus, in the simulation, two balancing scores (the propensity score and the index score) and the Mahalanobis distance are considered. Additionally, aggregated statistical distance functions not yet used for empirical evaluation are included. The matching outcomes are compared using non-parametrical scale-specific tests for identical distributions of the characteristics in the treatment and the control groups. The simulation results show that, in small samples, aggregated statistical distance functions are the better
choice for summarising similarities in differently scaled variables compared to the
commonly used measures.
