Abstract
Gutachten im Auftrag des Bundesministeriums für Wirtschaft und Klimaschutz
Das Klimaschutzgesetz (KSG) sieht eine Reduktion der deutschen Treibhausgasemissionen bis zum Jahr 2030 um 65 Prozent gegenüber den Emissionen im Jahr 1990 vor. Der Ausstieg aus der thermischen Verwertung der Kohle (vor allem der Braunkohle) leistet einen substanziellen Beitrag zum Erreichen dieser Ziele. Der Kohleausstieg stellt die Braunkohlereviere (und die Standorte der Steinkohlekraftwerke) jedoch vor strukturpolitische Herausforderungen.
Um den Strukturwandel in diesen Regionen aktiv zu gestalten, hat der Bundestag im August 2020 mit Zustimmung des Bundesrats das Strukturstärkungsgesetz Kohleregionen (StStG) beschlossen. Über dieses Gesetz stellt der Bund bis zum Jahr 2038 Finanzhilfen von 41,09 Mrd. Euro zur Verfügung. Im Fokus der Politikmaßnahmen stehen verschiedene Ziele, vor allem gesamtwirtschaftliche (Wertschöpfung, Wachstum, Steueraufkommen), wettbewerbliche (Produktivität), arbeitsmarktpolitische (Beschäftigung, Beschäftigungsstrukturen), verteilungspolitische (regionale Disparitäten) sowie klimapolitische (Treibhausgasreduzierung, Nachhaltigkeit). Die im StStG vorgesehenen strukturpolitischen Interventionen umfassen ein breites Maßnahmenbündel.
Das Gesetz regelt auch die Berichtspflichten der Bundesregierung gegenüber Bundestag und Bundesrat. Diese beinhalten insbesondere die wissenschaftliche Evaluierung des Gesetzes in einem zweijährigen Zyklus. Bei dem vorliegenden Bericht handelt es sich um das erste Dokument in dieser Reihe. Der aktuelle Bericht fokussiert sich dabei insbesondere auf die im Rahmen des Investitionsgesetzes Kohleregionen (InvKG) und des STARK-Bundesprogramms geplanten Maßnahmen sowie die vorläufige Bewertung ihrer möglichen Effekte. Angesichts des Programmstarts im Jahr 2020 und einer fast zwanzigjährigen Laufzeit des Programms kann der Bericht allenfalls einen ersten Zwischenstand wiedergeben. Viele Maßnahmen haben noch nicht oder gerade erst begonnen. Die hier vorgelegten empirischen Analysen basieren auf dem Datenstand vom 31.12.2022. Es ist vorgesehen, den Bericht in einem jährlichen Rhythmus zu aktualisieren und zu erweitern.

Political Ideology and International Capital Allocation

Abstract
Does investors’ political ideology shape international capital allocation? We provide evidence from two settings—syndicated corporate loans and equity mutual funds—to show ideological alignment with foreign governments affects the cross-border capital allocation by U.S. institutional investors. Ideological alignment on both economic and social issues plays a role. Our empirical strategy ensures direct economic effects of foreign elections or government ties between countries are not driving the result. Ideological distance between countries also explains variation in bilateral investment. Combined, our findings imply ideological alignment is an important, omitted factor in models of international capital allocation.

Monetary Policy in an Oil-dependent Economy in the Presence of Multiple Shocks

Abstract
Russian monetary policy has been challenged by large and continuous private capital outflows and a sharp drop in oil prices during 2014. Both contributed to significant depreciation pressures on the ruble and led the central bank to give up its exchange rate management strategy. Against this background, this work estimates a small open economy model for Russia, featuring an oil price sector and extended by a specification of the foreign exchange market to correctly account for systematic central bank interventions. We find that shocks to the oil price and private capital flows substantially affect domestic variables such as inflation and output. Simulations for the estimated actual strategy and alternative regimes suggest that the vulnerability of the Russian economy to external shocks can substantially be lowered by adopting some form of inflation targeting. Strategies to target the nominal exchange rate or the ruble price of oil prove to be inferior.

Abstract
The bank recovery and resolution directive (BRRD) regulates the bail-in hierarchy to resolve distressed banks in the European Union (EU). Using the staggered BRRD implementation across 15 member states, we identify banks’ capital cost responses and subsequent pass-through to borrowers towards surprise elements due to national transposition details. Average bank capital costs increase heterogeneously across countries with strongest funding cost hikes observed for banks located in GIIPS and non-EMU countries. Only banks in core E(M)U countries that exhibit higher funding costs increase credit spreads for corporate borrowers and contract credit supply. Tighter credit conditions are only passed on to more levered and less profitable firms. On balance, the national implementation of BRRD appears to have strengthened financial system resilience without a pervasive hike in borrowing costs.

Abstract
We find that foreign institutional investors (FIIs) reduce their investee firms’ tax avoidance. We provide evidence that the effect is driven by the institutional distance between FIIs’ home countries/regions and host countries/regions. Specifically, we find that the effect is driven by the influence of FIIs from countries/regions with high-quality institutions (i.e., common law, high government effectiveness, and high regulatory quality) on investee firms located in countries/regions with low-quality institutions. Furthermore, we show that the effect is concentrated on FIIs with little experience in the investee countries/regions or FIIs with stronger monitoring incentives. Finally, we find that FIIs are more likely to vote against management if the firm has a higher level of tax avoidance.

Abstract
We exploit the spatial and temporal variation of the staggered introduction of inter state banking deregulation across the U.S. to study the relationship between credit constraints and consumption of durables. Using the American Housing Survey from 1981 to 1989, we link the timing of these reforms with evidence of a credit expansion and household responses on many margins. We find evidence that low-income households are more likely to purchase new appliances after the deregulation. These durable goods allowed households to consume less natural gas and spend less time in domestic activities after the reforms.

Abstract
Despite their importance, the discussion of spillover effects in empirical research often misses the rigor dedicated to endogeneity concerns. We analyze a broad set of workhorse models of firm interactions and show that spillovers naturally arise in many corporate finance settings. This has important implications for the estimation of treatment effects: i) even with random treatment, spillovers lead to a complicated bias, ii) fixed effects can exacerbate the spillover-induced bias. We propose simple diagnostic tools for empirical researchers and illustrate our guidance in an application.

Abstract
We build a large dataset of board of directors with military experience and document a substantial and persistent presence of independent military directors serving on corporate boards. We find that firms with independent military directors are associated with better monitoring outcomes, including less excessive CEO compensation, greater forced CEO turnover–performance sensitivity, and less earnings management.
