Abstract
We estimate the relationship between changes in the body mass index (bmi) and wages or satisfaction, respectively, in a panel of German employees. In contrast to previous findings, our dynamic models indicate an inverse u-shaped association between bmi and wages. As the implied maximum occurs in the ‘overweight’ category, the positive trend in weight may not yet constitute a major limitation to productivity. Further investigation points out a stronger association among young workers and workers with jobs that are less protected. Work satisfaction of young workers is associated with bmi beyond the effect of earnings.

Abstract
In Deutschland sind die unmittelbar mit dem Exportgeschäft verbundenen Produktionsbereiche männerdominiert. Der Exporteinbruch in der vergangenen Wirtschaftskrise wurde deshalb in der Öffentlichkeit mit der Erwartung verknüpft, dass er vor allem die Beschäftigung von Männern und weniger von Frauen treffen würde. Wir überprüfen diese These anhand des um eine Beschäftigungsmatrix nach dem Geschlecht der Erwerbstätigen und Arbeitszeitgruppen erweiterten mehrsektoralen offenen statischen Input-Output-Modells.

The Joint Dynamics of Sovereign Ratings and Government Bond Yields

Abstract
In the present paper, we build a bivariate semiparametric dynamic panel model to repro-duce the joint dynamics of sovereign ratings and government bond yields. While the individual equations resemble Pesaran-type cointegration models, we allow for different long-run relationships in both equations, nonlinearities in the level effect of ratings, and asymmetric effects in changes of ratings and yields. We find that the interest rate equation and the rating equation imply significantly different long-run relationships. While the high persistence in both interest rates and ratings might lead to the misconception that they follow a unit root process, the joint analysis reveals that they converge slowly to a joint equilibrium. While this indicates that there is no vicious cycle driving countries into default, the persistence of ratings is high enough that a rating shock can have substantial costs. Generally, the interest rate adjusts rather quickly to the risk premium that is in line with the rating. For most ratings, this risk premium is only marginal. However, it becomes substantial when ratings are downgraded to highly speculative (a rating of B) or lower. Rating shocks that drive the rating below this threshold can increase the interest rate sharply, and for a long time. Yet, simulation studies based on our estimations show that it is highly improbable that rating agencies can be made responsible for the most dramatic spikes in interest rates.

Can R&D Subsidies Counteract the Economic Crisis? – Macroeconomic Effects in Germany

Abstract
During the economic crisis of 2008 and 2009, governments in Europe stabilized their economies by means of fiscal policy. After decades of absence, deficit spending was used to counteract the heavy decline in demand. In Germany, public spending went partially into R&D subsidies in favor of small and medium sized enterprises. Applying the standard open input–output model, the paper analyzes the macroeconomic effects of R&D subsidies on employment and production in the business cycle. Findings in the form of backward multipliers suggest that R&D subsidies have stimulated a substantial leverage effect. Almost two thirds of the costs of R&D projects are covered by the enterprises themselves. Overall, a subsidized R&D program results in a production, value added and employment effect that amounts to at least twice the initial financing. Overall, the R&D program counteracts the decline of GDP by 0.5% in the year 2009. In the year 2010 the effects are already procyclical since the German economy recovered quickly. Compared to the strongly discussed alternative uses of subsidies for private consumption, R&D spending is more effective.

Abstract
Der Ölpreis ist seit der Mitte des Jahres 2014 deutlich gesunken. Die konjunkturellen Effekte von Ölpreisänderungen hängen davon ab, ob nachfrageseitige oder angebotsseitige Ursachen die Preisänderung auslösen. Im vorliegenden Beitrag wird der Ölpreisrückgang seit Mitte des Jahres 2014 in eine konjunkturelle und eine ölmarktspezifische Komponente zerlegt. Anschließend wird mit dem internationalen Konjunkturmodell des IWH analysiert, welchen Beitrag der Ölpreisrückgang zur konjunkturellen Entwicklung seit Mitte des Jahres 2014 geleistet hat und welche Effekte bis zum Ende des Jahres 2016 noch zu erwarten sind. Es werden sowohl ölexportierende (Russland) als auch ölimportierende Länder (G7-Länder und Österreich) betrachtet. Das Bruttoinlandsprodukt wird im betrachteten Länderkreis in den USA und in Japan am stärksten stimuliert, während der Ölpreisfall in Russland das Bruttoinlandsprodukt deutlich dämpft.

Abstract
In der politischen Diskussion wird immer wieder gefordert, die Gemeinden von ihrem Gebietszuschnitt her zu vergrößern und auf eine verwaltungsmäßige interne Untergliederung der kommunalen Einheiten zu verzichten, mithin das Modell der sogenannten Einheitsgemeinden und nicht jenes der föderativ verfassten Gemeinden zu verwirklichen. Dabei werden die „Kosten“ im Sinne von volkswirtschaftlichen Nachteilen dieses zentralistischen Modells zumeist nur am Rande erwähnt, was nicht zuletzt den Problemen der Quantifizierbarkeit dieser Kosten geschuldet ist. Der Beitrag unternimmt den Versuch einer entsprechenden Quantifizierung für einen Teilaspekt der volkswirtschaftlichen Nachteile von größeren und stärker zentralisierten kommunalen Einheiten, nämlich deren negativen Effekte auf die Höhe der Wahlbeteiligung. Im Ergebnis der empirischen Untersuchungen kann gezeigt werden, dass die theoretischen Vermutungen zutreffend sind, wonach (1.) die Wahl der Organisation kommunaler Verwaltungseinheiten Auswirkungen auf die Wahlbeteiligung hat, und (2.) der Organisationstyp der Einheitsgemeinden im Vergleich zu föderativ organisierten Gemeindetypen zu einer deutlich geringeren Wahlbeteiligung führt.

Abstract
The economic and financial crisis that emerged in 2008 also initiated an intense discussion on macroeconomic research and the role of economists in society. The debate focuses on three main issues. Firstly, it is argued that economists failed to predict the crisis and to design early warning systems. Secondly, it is claimed that economists use models of the macroeconomy which fail to integrate financial markets and which are inadequate to model large economic crises. Thirdly, the issue has been raised that economists invoke unrealistic assumptions concerning human behaviour by assuming that all agents are self-centred, rationally optimizing individuals. In this paper, we focus on the first two issues. Overall, our thrust is that the above statements are a caricature of modern economic theory and empirics. A rich field of research developed already before the crisis and picked up shortcomings of previous models.

Abstract
This paper contributes to the discussion on the importance of physical distance in the emergence of cross-region collaborative Research and Development (R&D) interactions. The proximity theory, and its extensions, is used as a theoretical framework. A spatial interaction model for count data was implemented for the empirical analysis of German data from the period from 2005 to 2010. The results show that all tested proximity measurements (geographical, cognitive, social and institutional proximity) have a significant positive influence on collaboration intensity. The proximity paradox, however, cannot be confirmed for geographical, social and institutional proximity, but for cognitive proximity.

Abstract
Seit August 2014 werden in Deutschland die neuen Regeln des Europäischen Systems Volkswirtschaftlicher Gesamtrechnungen 2010 (ESVG 2010) für die Berechnung des Bruttoinlandsprodukts angewendet.a Damit ergibt sich ein deutlicher Niveausprung in den Ursprungswerten nach oben, der vor allem aus der Zuordnung der Ausgaben für Forschung und Entwicklung resultiert. Diese werden nun als Investitionen und nicht mehr als Vorleistung verbucht. Ferner wurden datenbedingte Korrekturen und konzeptionelle Änderungen umgesetzt. Die jährlichen Wachstumsraten weichen bis zu 0,3 Prozentpunkte von den im Mai veröffentlichten Zahlen ab. Die generelle Wachstumsdynamik bleibt jedoch nahezu unverändert. Noch größer sind die Revisionen der vierteljährlichen saison- und kalenderbereinigten Werte.
