Presseeinladung zum Workshop: „Das andere Bauhaus-Erbe: Leben in den Plattenbausiedlungen Sachsen-Anhalts heute“ am 1. Juli 2019 in Halle (Saale)
Das Bauhaus-Jubiläum verlangt nach einer Auseinandersetzung mit den ambivalenten Folgen des Neuen Bauens. Mit welchen Herausforderungen sind Plattenbausiedlungen heute konfrontiert, welche Chancen bieten sich? Darüber diskutiert eine Veranstaltung der Expertenplattform Demographischer Wandel in Sachsen-Anhalt in Zusammenarbeit mit dem Leibniz-Institut für Wirtschaftsforschung Halle (IWH). Diesen Fragen widmet sich auch der Vortrag von Sachsen-Anhalts Ministerpräsident Dr. Reiner Haseloff.

Abstract
This paper investigates the intra-regional development patterns in East Germany with particular reference to the manufacturing sector. When East Germany’s economy was ruled by the central planning regime, the share of industrial workforce in total employment was the greatest in entire Europe. It exceeded the respective value in the Soviet Union at that time. When the transition from a centrally planned economy to a market economy occurred, the East German manufacturing sector faced the greatest challenges.

Abstract
Subject to this paper is the decision making by Treuhandanstalt on privatization, restructuring, or liquidation of former state-owned firms in East Germany. To explain: the Treuhandanstalt was the agency at the Federal level tasked with the privatization of the former state-owned firms of the GDR. All former state-owned firms were assigned to the Treuhandanstalt in mid-1990. The notion of Treuhand firms (“Treuhandfirmen”) will be used to characterize this type of firms.

Abstract
Die deutsche Wirtschaft hat im ersten Quartal 2019 überraschend um 0,4% zugelegt, nachdem das Bruttoinlandsprodukt im vierten Quartal 2018 noch stagniert hatte. Gleichwohl deutet der aktuelle IWH-Flash-Indikator darauf hin, dass die Konjunktur in den kommenden beiden Quartalen nur mäßig bleibt. Im zweiten Quartal 2019 wird ein kleines Plus von 0,1% und im dritten Quartal von 0,2% erwartet.

Selection Versus Incentives in Incentive Pay: Evidence from a Matching Model

Abstract
Higher incentive pay is associated with better firm performance. I introduce a model of CEO-firm matching to disentangle the two confounding effects that drive this result. On one hand, higher incentive pay directly induces more effort; on the other hand, higher incentive pay indirectly attracts more talented CEOs. I find both effects are essential to explain the result, with the selection effect accounting for 12.7% of the total effect. The relative importance of the selection effect is the largest in industries with high talent mobility and in more recent years.

Abstract
We examine the relationship between protracted CEO successions and stock returns. In protracted successions, an incumbent CEO announces his or her resignation without a known successor, so the incumbent CEO becomes a “lame duck.” We find that 31% of CEO successions from 2005 to 2014 in the S&P 1500 are protracted, during which the incumbent CEO is a lame duck for an average period of about 6 months. During the reign of lame duck CEOs, firms generate an annual four-factor alpha of 11% and exhibit significant positive earnings surprises. Investors’ under-reaction to no news on new CEO information and underestimation of the positive effects of the tournament among the CEO candidates drive our results.

Employment Effects of Introducing a Minimum Wage: The Case of Germany

Abstract
This paper contributes to the empirical literature on the employment effects of minimum wages. We analysed the introduction of a statutory minimum wage in Germany in 2015 exploiting cross-sectional variation of the minimum wage affectedness. We construct two variables that measure the affectedness for approximately 300 state-industry combinations based on aggregate monthly income data. The estimation strategy consists of two steps. We test for (unidentified) structural breaks in a model with cross-section specific trends to control for state-industry specific developments prior to 2015. In a second step, we test whether the trend deviations are correlated with the minimum wage affectedness. To identify the minimum wage effect on employment, we assume that the minimum wage introduction is exogenous. Our results point towards a negative effect on marginal employment and a positive effect on socially insured employment. Furthermore, we analyse if the increase in socially insured employment is systematically related to the reduction of marginal employment but do not detect evidence.

Die deutsche Wirtschaft schrumpfte im zweiten Quartal 2019 um 0,1%, nachdem das Bruttoinlandsprodukt zu Jahresbeginn noch um 0,4% zugelegt hatte. Der aktuelle IWH-Flash-Indikator deutet darauf hin, dass die Konjunktur auch in den kommenden beiden Quartalen schwach bleiben wird. So dürfte die Wirtschaft im dritten Quartal 2019 stagnieren, für das vierte Quartal kann ein kleines Plus von 0,2% erwartet werden.

Abstract
Urban economies are composed of diverse activities, embodied in labor occupations, which depend on one another to produce goods and services. Yet little is known about how the nature and intensity of these interdependences change as cities increase in population size and economic complexity. Understanding the relationship between occupational interdependencies and the number of occupations defining an urban economy is relevant because interdependence within a networked system has implications for system resilience and for how easily can the structure of the network be modified. Here, we represent the interdependencies among occupations in a city as a non-spatial information network, where the strengths of interdependence between pairs of occupations determine the strengths of the links in the network. Using those quantified link strengths we calculate a single metric of interdependence–or connectedness–which is equivalent to the density of a city’s weighted occupational network. We then examine urban systems in six industrialized countries, analyzing how the density of urban occupational networks changes with network size, measured as the number of unique occupations present in an urban workforce. We find that in all six countries, density, or economic interdependence, increases superlinearly with the number of distinct occupations. Because connections among occupations represent flows of information, we provide evidence that connectivity scales superlinearly with network size in information networks.
